Thoughts: USJ21's 鴻豐港式點心 Hoong Foong Dim Sum now is the longest standing Dim Sum destination in USJ, Hoong Foong Dim Sum has a humble start as a small hawker offering at USJ10 Taipan, Subang Jaya way back in 1999 (I think), before it moved to the current 2 shop lot setup in USJ21. 鴻豐 Hoong Foong still remains a popular Dim Sum destination from as early as 7am to around 3pm+ every day. And of course there are many Dim Sum choices as of today around the USJ area:

USJ 21 鴻豐港式點心 Hoong Foong Dim Sum 07:00am - 03:30pmFor Halal Dim Sum in USJ, there is the USJ1 Waki Malaysian Dim Sum located at Regalia Business Centre, and last visit was March 2, 2019. There used to be a few more HALAL Dim Sum choices in USJ like USJ10's Mohd Chan and Homei Dim Sum, or Pau 包 Sedap Shop in Damen BUT I think all of them are no longer in business today! Not in USJ, but there used to be a HALAL Dim called "the QUEENS" in Shah Alam's Seksyen 15, visited on January 18, 2018 which in my opinion is still the best non Halal Dim Sum tasted so far!
And the best spot for an All-Day-Dim Sum is still USJ10's 錦選香港特極點心 Restoran Jin Xuan Hong Kong in Taipan. And for a reasonably good Egg Tart will be USJ1 Damen's 南香怡保 Name Heong Ipoh while 大茶店 Dai Cha Dim does offer a good Polo Bun. Many USJ folks also like the 手工包 Handmade Pao (from Ipoh) at USJ 6's 相有海鲜茶餐室 Restoran Wai Kwan and 巴生小食館 Klang Food Centre stall at USJ 4's Apollo Kopitiam which I heard now moved to "Aw Chicken Rice Shop" (same row). And the Puchong based 富興點心 Foo Hing Dim Sum has been super popular since its opening in USJ10 Taipan 2 years ago (I think December 2020) and is usually packed with customers whenever Dini-in is allowed!
This is not forgetting many Chinese multi-hawker Chinese Kopitiams around USJ area also offers limited choice of Pao and Dim Sum in a steam cabinet usually at the entrance to the Kopitiams. So, there are many choices of Dim Sum spots in USJ; whether in specialty Dim Sum shops or just Chinese Kopitiams, where one can get a few plates of Dim Sum with a pot of Chinese Tea. In fact, having Dim Sum is somewhat synonymous with "Drinking Tea" as the tradition of "飲茶 Yum Cha". This "飲茶 Yum Cha" culture is particularly popular in Southern China that is from 廣東 Guangdong to 香港 Hong Kong and 澳門 Macau where 廣東人 Cantonese people, going to "飲茶 Yum Cha" is a tradition on weekend mornings, and whole families gather to chat and eat dim sum and drink Chinese tea. And for older people, it is still almost a daily affair at their favorite Dim Sum spot for 1 or 2 hours with their pals, a newspaper, a pot of Chinese Tea, and 1 or 2 plates of Dim Sum.
However, Dim Sum is not exactly the cheapest meal as an average price of a Dim Sum Plate is at least rm$6 (much more expensive for higher end restaurants like 大港茶樓 Grand Harbour and 東湖海鮮酒家 Copper Mansion.) And the portions of Dim Sum are usually like bite size appetizers (like Tapas), and 4 to 5 plates per person can be a normal Dim Sum visit; which can costs around rm$25 - rm$30 or more, and this is like the price of a Western Big Breakfast meal at a Café. Compare this to a much affordable rm$7+ basic noodle dish at a Chinese Kopitiam or Nasi Lemak in a Malay eatery, or below rm$5 for a Roti Canai Teh Tarik breakfast in a Mamak or Indian Restaurant.
