Nevertheless, 11 types of businesses can now re-open for business under the so-called "國家復甦計劃的第一階段 Phase One of the National Recovery Plan" (NPR1), under the conditions and SOPs on the requirement that their customers who visits these businesses to be fully vaccinated. States under the NRP1 are 雪蘭莪 Selangor, 吉隆坡 Kuala Lumpur, 布城 Putrajaya, 柔佛 Johor, 森美蘭 Negeri Sembilan and 吉打 Kedah.
These 11 businesses allowed to open under the NPR1 are as follows:

For some states which is under the 國家復甦計劃的第二階段 Phase 2 recovery Plan (NPR2) are now allowed Dine-in, some 體育活動 Sports activities as well as 國內旅遊 Domestic Tourism and a few other Economic activities. States under the NRP2 are 檳城 Penang, 霹靂 Perak, 吉蘭丹 Kelantan, 登嘉樓 Terengganu, 彭亨 Pahang, and 沙巴 Sabah.
