Thoughts: Fully vaccinated individuals in states that are under Phase 1 of the National Recovery Plan (NRP) will now be allowed to dine in at eateries, go camping, engage in individual and non-contact sports outdoors, as well as go to night markets starting Friday (Aug 20), 8 days ago! But as of today, there are not really that many restaurants dare to open for Dine-in as many opted still for Take-away only. For dine-in activities, the authorities urged eatery operators to provide more dining space outside the premises for better ventilation and also to ensure customers show their Covid-19 digital vaccination certificate to prove that they have completed their course of immunization.

Today is another "Dine-in-Car" day, Lunch are rm$6 "Sarawak Kampua 干盤麵" and rm$6.60 "麥當勞拿鐵 McD Latte"; both Restaurant 9959 and McDonalds in USJ21 aren't ready for Dine-in. The Kampua mee wasn't too bad but Charsiew wasn't pleasant at all. Perhaps should have been more adventurous with menu items like "麵薄 Mee Pok", "炒糟菜粉干 Fried Zao Cai Fen", or "滑蛋茄計炒粿條 Wat Tan Tomato Kuey Teow".

Besides Sarawak the all-day long 砂拉越小炒 Sarawak style Xiao Chao varieties, USJ 21's 9959 also offer breakfast (only in the morning) and mixed rice for lunch time.

Thoughts: Last visit to USJ21's "99饮食馆 Rest 9959" was 30.08.2018 (more than 2.5 years ago) for its rm$7.50 "砂捞越茄汁炒粿條 Sarawak Tomato Kuey Teow"! Still remember the shop's owner Mr Chua, a retired teacher from Muar who owns this shop lot, and the restaurant's main chef is her daughter-in-law where the dishes offered then was Sarawakian cuisines! The single vendor kopitiam has been here since 2016, offering Economy noodles in the morning as well as afternoon Economy rice and Sarawak dishes like Kampua mee, Kolo mee, and Sarawak Tomato noodles etc. 

MCO#3.0 Day 2,'s breakfast is an rm$4 "炒老鼠粉加煎蛋 Fried Loh Si Fun with Fried Egg". Too bad cannot Dine-in with a hot cup of local Kopi. 

經濟米粉麵飯 Economy rice and noodles or also commonly called "雜菜飯 zá cài fàn or zhap choi farn" (mixed rice), is not just a 馬來西亞 Malaysia thing, but also popular in 新加坡 Singapore, 印度尼西亞 Indonesia, 泰國 Thailand, and even can be found in 越南 Vietnam. If not mistaken in Singapore Hokkien also called it as "Point Point Rice" (named for the method of ordering one's meal which involves simply asking for a plate of rice and then pointing at the various dishes desired).

There are no stories about the Origin of Economy rice, and Economy rice stalls thus probably evolved as a way for the 大众飲食 general public to obtain a quick, affordable meal option. Most stalls are self-service but some offered the "Point Point Rice" service. An economy rice meal is probably one of the cheapest options available for a meal at a hawker center or kopitiam especially if one is 明智 judicious in choosing the less expensive dishes (generally non meat choices like 蔬菜 vegetables, 蛋料理 egg dishes and 豆腐 tofu). In USJ area, the cost of a plate can be from rm$5 to rm$12+ depending on what the customer put on the plate or "take-away box"!

While for Breakfast, 經濟飯米粉麵 usually comes with lesser choices of fried noodles/fried rice and a few dishes to choose from. But for Lunch or Dinner, 經濟雜飯米粉麵檔 Economy rice stalls typically can consist of a cases (troughs) containing anywhere from 10 to 60+ troughs of cooked food (some 雜飯專門店 specialty Economy rice shops offers up to 80 or 100 dishes), including meat, vegetables, eggs and tofu dishes which also depends on the country's typical cuisines. Customers select any combination of these dishes, which are served accompanied by a portion of 白米飯 steamed white rice (some also offer 炒粉麵 fried noodles or 粥 porridge). Some Economy rice stalls also have 取暖器取暖器 warmers beneath the troughs of food which ensure that food is served hot. In 東南亞國家 South East Asia countries, 雜飯 Economy rice not just can be found in a shops but at hawker centers, street vendors, even markets or food courts, and lately Food Panda home delivery!

Thoughts: Although this chinese eatery is not your typtical kopitiam with several hawkers, it is probably the only non-franchise chinese eatery left (kopitiam like) in the USJ21 shops area as of today. The other "variety hawkers kopitiam" 31茶餐室 at No.1 USJ21/11 already called it a day few months ago (that corner lot still no takers). The other 2 franchise kopitiam are Old Town White Coffee and Hometown Hainan Coffee which have been here even before Main Place mall was revived! Not forgetting 鸿丰点心 Hoong Foong Dim Sum which offers Dim Sum all-day-night-long! Of course, there are at least a dozen or more eateries inside the Main Place mall. If you are bored with any one of the above mentioned, there is also mixed rice shop 大众杂饭 "Restoran Tar Chong Mix Rice"! Of course, there are Malay and Indian and Mamak varieties shops here and speciality restaurants like AM/PM, 兴发广式饭店, Hakka Boa Seafood Restaurant, 阿公xo鱼头米粉, and MyEspresso Cafe; there all have their own specialities that they are good at! But I have not tried any of the lounges or bars (several of them here at USJ21). So, there are quite a variety to choose from when it comes to food in USJ21 alone.
99饮食馆 Restaurant 9959's main chef is a lady hailed from Kuching, Sarawak. She is assisted by her father-in-law (Mr Chua, a retired teacher from Muar) who helps to manage the business several years ago.

Since last eat here more than 1.5 years ago, the restaurant has expanded from sarawak noodles to many other choices of noodles, also malaysian breakfast typicals like nasi lemak, as well as mixed rice for lunch hours. Full house today at lunch hours where it seems that most are regulars from the way they miggle with the lady chef/boss!
Since I have tried the Red Wine Beehoon and Kolo Mee in 2016 and 2017. Today, I am trying the street food "Sarawak Tomato Kuey Teow" which is very much like Cantonese Fried Kuey Teow (Wat-tan-hor) but it comes with a twiest as the Kuey Teow is flooded in a sea of sweet tomato+eggy gravy. I think like the Kampua Mee, Kolo Mee, this dish is another common dish for Sarawakians. It is an interesting dish!
