They are crispy on the outside and chewy on the inside. Made with tapioca flour (地瓜粉, 紅薯粉), the texture on the 外皮脆脆而內耐嚼 inside supposed to be bouncy, and the inside should be chewy (very similar to that of tapioca pearls in bubble tea).
