Thoughts: City Rio Cafe is located at the Ground Floor of City Rio Hotel. Have been here few times 10 years ago while on assignment in Penang. After 10 years, I am trying out the Wan Ton Mee again, managed by 2 elderly and an assistant. The WTM wasn't fantastic but brings back some good memory of my days here in Penang regularly many years ago!
