Thoughts: I think its dory fish fillet, so not the best fish meat! But many outlets making fried fish fillets often use dory fish. The reason is simple, dory fish can be kept frozen for a long time (about 3 months), and so restaurants like it as it can be inventoried for a longer period. Dory fish is also popular because it has less bones, so it is easier to prepare. Another reason for being popular in the restaurant business is because it is cheap. This is especially true when it is fried as nuggets or as a burger, because unlikely customers are unlikely to ask what fish that goes into their nuggets or fish burgers!  
But many reports of Dory fish is dangerous to health, the so called "Pangasius" or "Cream Dory" (or sometimes called "Vietnamese Cobbler Fish") was discovered to be highly toxic and bacteria inflated due to the way it was reared in some parts of the world. It was also widely reported the reason for this fish being cheap is because farmers feed the fish with garbage and dead fish! 
So, the verdict is really due to irresponsible business people and grown by these dishonest producers who could care less about the harmful effects of cutting corners. That is why some people avoid eating any kind of dory fish! 
Still, do we know what fish they used to make those fish burgers as in McDonalds "Fillet-O-Fish"!
But it is not only about fish as nowadays, it has become more difficult to choose the right food to eat, as even there was a report on "plastic" rice from China just a few days ago!
