Thoughts: The first iteration of Samsung DeX, was launched in early 2017, in the beginning it required a Docking Accessory (either DeX Station or DeX Pad) to power the software and connect the phone to a full screen Monitor. BUT the original the Samsung DeX Station isn't cheap (with retail price of USD$150 or RM$600+). Samsung DeX is a software platform that extends the smartphone or tablet into a desktop computing experience. The DeX software is pre-installed in Samsung’s flagship smartphones introduced since 2017, starting with the Galaxy S8 and Note 8 and right up to this year’s Galaxy S21, S21+ and S21 Ultra 5G, Note 21, Note 21 Ultra, and Galaxy Z-Fold.
Today, probably after many improvements to Samsung DeX, to experience the Samsung DeX from Samsung flagship phones, especially for newer Smart Phones; all you need is a USB-C cable with the HDMI female connector, and a HDMI cable to a Monitor or TV.
HOWEVER; initially, for some models like the older phones like the Galaxy Note 8, you will also need something to power the Smart phone for Samsung DeX to work properly (like the DeX Station); otherwise it will not display in "FULL DESKTOP mode" (that is why the expensive DeX Station have both PD "Power Delivery" and HDMI connectivity). BUT in today's testing, with the Samsung Galaxy Note 8 having updated with Android version 9.0 and the One UI version 1.0; it looks like PD is not even required (as tested with this 綠聯USB3.0 6口HUB集線器 UGREEN USB-C Hub 6in1 PD without power supply) for Samsung DeX to be working in "FULL SCREEN Mode"!

I suppose not every software can be in FULL Screen mode in Samsung DeX, BUT there is a menu selection to switch from Mobile to Desktop mode whenever possible. Also, when an APP can be displayed in FULL screen mode, there is also a "Maximize" icon on the top-right corner of the APP screen.
The "綠聯USB3.0 6口HUB集線器 UGREEN USB-C Hub 6in1 PD" have 2 USB3.0 and will allow wired connection to a wired keyboard or wired mouse. But in this testing, I am using the Note 8 Bluetooth to connect to the Logitech K380, and the USB-Wireless dongle of the Logitech Pebble Mouse using one of the UGREEN USB3.0 port. With the keyboard + mouse and Samsung DeX via the Note 8, working on Google sheet, Google Slide, or Google Docs are not much difference compared to via the Surface 4 note book.
Not sure if if is because of the older model of Samsung Note 8, when it is connected using the UGREEN HUB with the HDMI to the Monitor; the Note 8 battery drains very quickly like within 3 or 4 minutes 10% battery is consumed (meaning a fully charged Note 8 can be connected for 30-40 minutes max until the battery completely drained). Another bigger issue is the PD "Power Delivery" via the HUB as even using Samsung Original "Fast charger" takes a super slow 25+hours to charge the phone while without the HUB with direct cable to charger only requires about 90 minutes to charge from 5% to 100%.

With this results, I am concluding that the "綠聯USB3.0 6口HUB集線器 UGREEN USB-C Hub 6in1 PD" may not be suitable for the Samsung Galaxy Note 8 for Samsung DeX (OR maybe my setup wasn't correct). HOWEVER, Probably with new devices like the S10, Note 10 etc or S20 or Note 20 etc will not have this problem with the "PD" from the Hubs!
If "PD" would have worked via the "綠聯USB3.0 6口HUB集線器 UGREEN USB-C Hub 6in1 PD", I think the Samsung DeX would have worked out well for most of my workflow using the Samsung Galaxy Note 8. OR maybe it is time to upgrade the 4 year old Note 8 to a "newer" Samsung Flagship device!
