Thoughts: Opened recently at the end of October 2023 just opposite Victoria Inn and Victoria Garden Hotel, along Victoria Street in Penang Georgetown. "初二 Chu Er by fusion taste" is an interesting eatery AND it is not the Simple Breakfast choice that I am having for breakfast. 
Some of the fusion choices here are quite interesting; example like "炸油條(油炸鬼) + 半熟蛋 Fried Dough Stick with Half-boiled Eggs", "炸饅頭 + 煉奶 Deep-fried Mantou with Condensed Milk", "黑啤酒雞肉飯 Guinness Stout Chicken Rice" or "雞肉沙嗲飯套餐 Chicken Satay Rice Set" etc. AND customer can go funky with an entire menu page dedicated to meals preparing using "搪瓷食格餐 Enamel Food Trays" which are usually used for Take-away or Home Delivery meals. The Dine-in meals sets using the 搪瓷食格 Enamel Food Trays comes with choice of 福建料理 Hokkien dish set, 客家料理 Hakka dish set, 娘惹料理 Nyonya dish set or 潮州料理 Teowchew dish sets! 
The Cafe opens as early as 8am but interestingly not for dinner as it closed before 4pm. The Modern interior feels spacious, cozy BUT at the back of the Cafe also offers an outdoor seating area with some interesting "透明乙烯基塑料泡泡帳篷 Bubble Clear PVC Tent for Outdoor Dining"! According to the "Chu Er" Cafe's Instagram advertisement, the Cafe also offer itself for rental as Event Space. 
Choice of the simple western breakfast today isn't representative of the Cafe's better offerings as I would think that the Cafe's 冬蔭炒米粉 Tom Yum Beehoon/椰漿飯 Nasi Lemak with 馬來香料炸雞 Rempah Chicken/咖哩雞 Curry Chicken, OR 黑醋豬蹄飯 Black Vinegar Pork Trotter Rice plus many more with prices from rm$16.90 to rm$19.90 are worth sampling compared to my simple breakfast choice today.    
In conclusion, I'd think that "初二 Chu Er by fusion taste" offers an option for relatively budget friendly Breakfast and Brunch destination in the Georgetown area for Western breakfast (up to noon) and Fusion Chinese Rice and Noodle dishes. AND if not mistaken, it is also a Pet friendly Cafe.
